Under general supervision, performs work of moderate difficulty coordinating special education programs and services within the County Education Service Agency (CCESA) in accordance with the Individuals with Disabilities Education Act (IDEA). Ensures compliance with federal and state regulations, supports program implementation, provides professional development, and collaborates with CCESA clinicians, school staff, and community organizations to enhance services for students with disabilities. Performs related work as assigned.
Note: Services are to be provided within the geographical area of Coconino County.
Typical Duties

- Coordinate services between LEAs and CCESA clinicians, ensuring clear communication and collaboration to align interventions and educational strategies.
- Implement educational programs and related services outlined in students' Individualized Education Plans (IEPs), modifying methods and materials as needed to meet State Core Curriculum Content standards.
- Maintain records of student progress, assist with evaluations, and support compliance with federal, state, and local regulations.
- Provide professional learning, resources, and technical assistance to educators, supporting improved student outcomes.
- Collaborate with external agencies to identify educational priorities and secure grant funding for programs and services.
- Communicate effectively with ESA staff, school administrators, special education directors, and funding agencies.
- Support contract development, execution, and program implementation in collaboration with LEAs, the business manager, and the executive director.
- Assist CCESA clinicians with understanding exceptional student needs and developing instructional strategies.
- Ensure appropriate staffing to meet district needs, both short- and long-term.
- Manage budgets to maximize resource utilization while prioritizing student and district needs.
- Support invoicing and fiscal processes for accurate billing.
- Facilitate collaboration between special and general education staff to accommodate student learning styles and instructional needs.
- Perform other job-related duties as assigned.
Essential functions include: driving, sitting, working with and around others, working with interruptions, repetitive motion (hand/wrist, elbow/shoulder), vision acuity (near/far) for computer work, hearing and speech for ordinary conversation, touch/finger dexterity for typing and data entry.
Minimum Qualifications Bachelor's degree, AZ state teaching certificate and two years related teaching experience in K-12 or University setting; OR any combination of education, training or experience which demonstrates the ability to perform the duties of the position.
ADDITIONAL REQUIREMENTS:
Must obtain an Arizona driver's license by date of hire and maintain it throughout employment. Final job offer will be contingent upon a satisfactory 5-year Arizona Motor Vehicle Report.
Preferred Qualifications include
an Arizona special education teaching license with cross-categorical K-12 endorsement; a valid fingerprint clearance card issued by the Arizona Department of Public Safety; a master's degree, experience in grant development, writing and implementation. Experience and skill in teamwork and coaching. Knowledge of core content standards. Experience with culturally diverse populations. Experience in professional development or working with adult learners. Subject content expertise in language arts, science or math.
